How I see it is Toboe becomes attached to Tsume and vise versa..
Of course fangirls will be fangirls and they will most likely start off thinking of then as just brotherly love then it turns into gay love because their immagination expands.
I mean that's like asking why do people put Gaara and Neji together...people just do.
